The issue of water supply in Vilnohirsk remains open. There have already been three meetings of the working group, consisting of representatives of Vilnohirsk Mining and Metallurgical Plant, a subsidiary of PJSC United Mining and Chemical Company, ZhylServis ME, executive committee and deputies of the town council. We asked VMMP Director Oleksandr Prokopenko about the current situation with water supply.
- There isn't probably a person in our town, who wouldn't know about our problems with drinking water supply and, accordingly, payment for consumed water. I'd like to point that several working meetings have already been held to address these issues. This year, after PJSC UMCC, having exhausted all arguments, offered to supply drinking water by schedule, the town administration and ZhylServis municipal enterprise finally reacted to the demand to repay the debt for consumed water!
Water debts are growing
- I'd like to emphasize that throughout the period of operation of ZhylServis ME, we have observed increase of the debt to the plant. Because of negligent failure to service the debt, and there is no other way to put it, the enterprise accumulated close to UAH 40 million debt to us as of the middle of September 2018. The statements that were made in the end of August – beginning of September, in relation to financial and technical audit of ZhylServis ME, to repayment of the debt for consumed water, have not yielded any practical result. The plant hasn’t received a cent to its accounts as debt repayment in September.
No steps are taken to fight water loss and debtor's audit
- We are trying to meet the town's administration halfway, hoping that the agreements that we reached in the negotiation process will be performed. However, we demand concrete actions from the employees of ZhylServis ME and from the town authorities. Unfortunately, according to information at our disposal, besides the sent letters, specifying the debtors, and the lists of residents with debts for consumed water placed on the doors of the apartment buildings, no other practical steps to fight the debtors have been made so far.
We also know that nothing is being done to fight illegal connections to the water pipelines, which, no doubt, exist in our town, according to the employees of ZhylServis ME and town authorities.
The agreements we reached with assistance of MP Oleh Kryshyn and through direct negotiations between town authorities and the company envisage bilateral work on solution of the problems that have accumulated over the long period.
Our company is ready to negotiate and continue to supply water to the town only in case concrete actions are taken by ZhylServis Municipal Enterprise to reduce the debts.
The information about excessive losses, amounting to over 30%, is a wide field of activity to ZhylServis ME, which, first of all, must find out, where the losses incur. The meters, installed at the entry point to the city water supply network, were inspected upon the request of the town authorities. That is why this aspect of the problem can be completely ruled out on the part of the plant. After inspection of the meters, ZhylServis ME must check Vilnohirsk water supply networks, discover these losses in the form of leaks and unsanctioned connections and then eliminated all of the problems.
We are waiting for the results of the audit and beginning of payments until the end of September
That is why, I'd like to say it once again – an agreement between us has been reached, but it is temporary. We are expecting real steps, both from technical and financial viewpoints, until the end of September.
Meanwhile, the results of financial audit of ZhylServis ME are interesting not only for two sides – our company and the town authorities. They also interest all residents of the town, as they have become hostages to inaction, mismanagement and negligence of officials.
